It is the annual Village Scarecrow Weekend. At the Church a Scarecrow Wedding is taking place.
The Groom looks rather pleased with himself whilst the Bride does look a little concerned !
As for the Minister and Verge, I think they are relieved that the service is over and certainly one guest is rather dis-interested (or perhaps thinking “rather him than me”
